She joined our team in 2015 and oversees daily operations at seven site locations and leads a collaborative planning process with board members, parents, and staff to develop, update, and monitor agency goals. Susan brings over 15 years of experience working in the nonprofit sector in early childhood education and human services field. She has led efforts in policy, program, and research in her various roles. She holds a Master of Public Policy with a concentration in social, domestic policy, from Harvard University’s John F. Ms. Kherlen Cox, CPA, MBA, is Denise Louie’s Finance Director. She joined our team in 2018 and oversees all aspects of the agency’s finances and fiscal health. She serves as the chief liaison for the external auditing firm, government agencies, financial institutions, and ensures compliance with federal, state,[WP2] and local legal requirements. Kherlen has over eight years of accounting and finance-related experience. She has held leadership and finance roles at national- and state-funded nonprofit organizations and assisted in conducting audits and reviews of nonprofits at CPA firms. She holds a Master of Business Administration from City University.

Ms. Nikki Huang, MPA, is Denise Louie’s Development Director. She joined our team in 2014 and oversees all philanthropy efforts to diversify and grow the agency’s capital and unrestricted funding. Nikki brings over 13 years of development experience from nonprofit organizations, taking on a range of roles from Highline Medical Center Foundation’s Development Manager to CASA (Court Appointed Special Advocates) of Washtenaw County’s Executive Director. She has served as a Board Member for the International Community Health Services Foundation, API Chaya (formerly known as Asian and Pacific Island Women and Children Safety Center), and is on the grant committee for Komen of Puget Sound. She holds a Master of Public Administration from Seattle University.

Vivien Koo, MS, is Denise Louie’s Child Development Director. She joined our team in 2018 and oversees our Education and Child Development team and ensures a high-quality early childhood education is provided and accessible to all children and families that DLEC’s five learning centers serves. She and her husband have four children, their third child was diagnosed with Autism when he was three years old. She has extensive experience working with children of all abilities in both K-12 public schools and private education settings. She holds her Master of Science in Special Education with dual teaching endorsements in elementary and special education from Western Governors University.

Ms. Marah Irizarry Nazario, MSW, is Denise Louie’s Outreach and Enrollment Director. She joined our team in 2018 and oversees Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) and Family Service departments for both EHS and HS programs. She monitors center operations for compliance with parent engagements, family and community partnership requirements; and monitors service delivery to families and recruitment efforts. Marah brings with her over 11 years of experience from the social service sector with 4 of those years working with Head Start, Early Head Start and Migrant Head Start. She has taken on a variety of family support roles during her professional career, including Family Service supervisor, Early Intervention coordinator, Temporary Assistance for Needy Families (TANF) case manager. She holds a Master in Clinical Social Work from Universidad del Este in Cabo Rojo, Puerto Rico.

She joined our team in 2015 and oversees the strategic development and daily operation of our home-based programs: Early Head Start and Parent-Child Plus, as well as the Health Services at the Home-Based and Center-Based programs. Chloe has over ten years of experience working in nonprofits and community-based organizations across the US and Canada. She holds a Master of Public Health with an emphasis in Community Health Education from the University of Colorado.
