Ms. Susan Yang, MPP is Denise Louie Education Center’s Executive Director. She joined our team in 2015 and oversees daily operations at seven site locations and leads a collaborative planning process with board members, parents, and staff to develop, update, and monitor agency goals. Susan brings over 15 years of experience working in the nonprofit sector in early childhood education and human services field. She has led efforts in policy, program, and research in her various roles. She holds a Master of Public Policy with a concentration in social, domestic policy, from Harvard University’s John F. Kennedy School of Government.

Nikki Lac Huang, MPA, is Denise Louie’s Director of Development and Marketing, overseeing philanthropy, capital growth, and external communications since 2014. With over 20 years of nonprofit leadership, Nikki has held roles such as Executive Director of CASA of Washtenaw County and Development Manager at Highline Medical Center Foundation. She serves on the Kawabe Memorial Trust Board, Washington Women Foundation Board, and the Washington State’s Combined Fund Drive Advisory Council. In addition, she served on the Boards of the International Community Health Services Foundation, API Chaya’s and grant committee for the Komen Puget Sound. Nikki earned her MPA from Seattle University.

Nina Luu

Nina Luu joined DLEC in 2015, taking on different roles in many of our departments, from Enrollment to Family Services, she has a deep understanding of how our agency operates. In her role as the Program Director, she leads the education team to ensure that a high quality early childhood education is provided and accessible to all children and families that we serve through five learning centers. She is involved with the Policy Council and has served on the Development and Employee Wellness Committees. Prior to Denise Louie, she has worked with our community partners Seattle Children as well the Washington Health Benefit Exchange ensuring our community is healthy and has the appropriate support to thrive. Nina is a graduate of the University of Washington with a major in Healthcare Leadership and Minoring in Business Administration and Nonprofit Management.

Angel Lewis, MPH

Angel Lewis is Denise Louie’s Education Director and oversees all center based programming. From an early age, Angel discovered her calling in early education and community-based programs. She began her career as an afterschool youth teacher at just 16 years old and has remained dedicated to the field ever since. Her passion for creating equal access to quality education for all children has been the driving force behind her work.

With over 15 years of experience as an Educational Director, Angel has managed programs serving children from birth to 12 years old. She has also played a pivotal role in several nonprofit educational organizations, serving as their Expanded Learning Opportunities Director. In these roles, she oversaw education, operational quality controls, and contract management for preschool and youth programs across central, south, and west Seattle.

Angel holds a Master’s in Public Health with behavioral health credentials from Capella University. As a mother of two, she balances the joys of parenting one child wrapping up college life and the other mastering potty training, along with her professional commitments.

Dedicated to training, mentoring, and community outreach, Angel finds fulfillment in supporting others however she can. When she’s not working, you can find her traveling the world, ticking destinations off her bucket list, or hiking through the mountains.

Annie Huang
ENROLLMENT AND FAMILY SERVICES DIRECTOR

Annie Huang has been an integral part of the team since 2016.

As the Enrollment and Family Service Director, Annie oversees Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) and Family Service departments for both Home Visiting and Center Based programs. She  leads recruitment efforts and monitors center operation to ensures compliance with parent engagement standards, family and community partnership requirements, and the delivery of comprehensive services to families.

Annie holds a degree in sociology and has extensive experience in social work and administration, including roles as Program Assistant, Family Service Specialist, and Family Service/Health Supervisor. Her dedication stems from a deep passion for supporting communities and a commitment to providing a supportive environment for all families.

Cindy Lock

As Denise Louie Education Center’s Controller, Cindy oversees the agency’s financial operations, including budgeting, financial reporting, compliance, and audit management. Since joining DLEC in 2014, she has ensured strong fiscal stewardship across public and private funding streams and supports the organization’s long-term financial sustainability.

With extensive experience in nonprofit finance and accounting, Cindy has managed complex government contracts and grant funding, building systems that drive accuracy, efficiency, and transparency. She partners closely with the leadership team and Board of Directors to provide clear financial insights that inform strategic decision-making and align resources with DLEC’s mission.

Outside of work, Cindy enjoys baking and hiking with her family.

Jen Willis
EARLY HEAD START DIRECTOR

Jen Willis is Denise Louie Education Center’s Early Head Start Director, providing leadership and oversight for birth-to-three programming to ensure high-quality, culturally responsive services for children and families. She leads program operations in alignment with Early Head Start performance standards, supporting continuous quality improvement, staff development, and strong outcomes for families across home-based and center-based services .

Jen brings more than 20 years of experience in social work and program leadership, with a background spanning early childhood education, hospice care, and statewide child welfare systems. Her expertise includes staff supervision, curriculum design using Universal Design for Learning (UDL), crisis intervention, and regulatory compliance for complex, multidisciplinary programs serving vulnerable populations.

She holds a Master of Social Work from Arizona State University and is deeply committed to fostering equitable learning environments, mentoring emerging leaders, and strengthening systems that support children and families. Since relocating to Seattle in 2022, Jen has continued to center her work on equity, access, and community impact.

Outside of work, Jen enjoys traveling, reading, spending time with her two young adult children, and caring for her chow chow and turtle.
